Flight Plan Submission Instructions for UAS (Drone)

Are you a visitor in Greece and you want to fly your drone?  On this page, you will find detailed instructions on the process of submitting a flight plan for unmanned aerial vehicles (UAS – drone).

Necessary Conditions

Before proceeding with the submission process, you must have obtained:

The Operator Registration Certificate, which confirms the operator's registration in the Registers.

The Remote Pilot Certificate, which proves that you have the necessary training and authorization to operate the drone from Drone Pilot School.

Steps for Submitting a Flight Plan

Step 1: Access the Platform


First, visit the official website of the competent service https://dagr.hasp.gov.gr

Step 2: Download and Edit the Flight Plan Form


Download the flight notification Form to your computer, which is available in editable PDF format. You can save the file after any modification.

Step 3: Enter to the App and Select a Flight Area

Once you select the “Enter application”, the interactive map will automatically locate your current location, displaying it with the drone icon.

On the map, you will notice that some areas are highlighted in yellow. This indicates that these are controlled zones, where certain restrictions apply. Such areas may include:

 Heliports,

• Airports,

• Air Force exercise zones.

Click on a yellow area and its relevant information will be displayed.

Although the yellow areas are not strictly prohibited, they are subject to regulatory controls. Therefore, if you wish to perform a drone flight in them, you are required to submit a flight plan and obtain approval from the Civil Aviation Authority.

If the area of activity is not in a yellow area, you do not need to proceed with the application process.

Our application to the Ministry of Civil Aviation must be submitted 2-3 working days before the date of the activity.

If the area of activity involves a military airport, then it must be submitted 5 working days before because in this case the Ministry of Civil Aviation will first request permission from the General Staff of the National Defence.

By zooming in on the map and after finding the area of interest, you can select it with the help of the pencil (bottom left)

The area can be demarcated with as many points as you want. 

Then you should select the "flight manager" tool (top right, 2nd bottom icon).

From the next page that appears, you will copy the coordinates of the area you have selected, which you will find at the end of the page.


Step 4: Fill out the application form

You should paste the coordinates into the application form that you have saved on your computer.

Fill in the remaining fields and save the file.

Step 5: Email to the Civil Aviation Authority

You will then need to send an email to the Civil Aviation Authority at UAS@hcaa.gov.gr

you will need to send them the following text adapted to your activity.

Title: UAV Flight Plan

"Good morning
We would like your permission to fly a UAV in the Area (your area) on (date) for (brief description of the activity e.g. Photographing a building)
The flight activity falls under the Open Category as defined by Article 4 of the European Regulation EU 2019/947"
The hours the UAV will need to fly are between 11:00 and 15:00
In attachment

1) The operator's registration certificate
1) The pilot's certificate of proficiency
2) PDF file completed




Step 6: Response from the Civil Aviation Authority and final approval

Your application will be reviewed by two competent departments. The first is the General Aviation Department of the Hellenic Civil Aviation Authority, which is the one that reviews your application and checks whether the flight you want to make in combination with the drone you have chosen meets the requirements.  Ιf so, it will be forwarded to the next office for final approval.

The final approval for the flight permit will be sent to you by the Civil Aviation Authority in a subsequent email from info.dagr@hasp.gov.gr

with the following response

"The attached flight plan is approved.

The UAV operator retains the responsibility for complying with the flight activity conditions of EC 947/2019.

Sincerely
